Utility Billing & Information 

Buena Vista is supplied with treated water from the Buena Vista Water Treatment Plant. The Village of Buena Vista manages the water system within the Village limits, along with the Edgewood Sewer System.

Utility billing is completed monthly and residents are billed based on actual consumption. Residents will be charged the minimum consumption rate (3000 gallons/month) whether that much was consumed or not. All water meters will be read on the first regular working day of each month and notices are sent within the first week of each month.

A deposit of $200 is required before a utility account can be activated. This deposit is refundable when you move if your account is in good standing, otherwise you will receive the difference between your deposit and the amount owing back.

All utility accounts must be in the name of the property owner.No water accounts will be opened in the name of property tenants.

Accounts are deemed to be in arrears if payment is not received within 30 days from the date on which such accounts are rendered in the next month following each period. Administrative action will be taken if accounts are not paid within 60 days and a 2% interest penalty will be added to the arrears on the 1st of each month. Water service may be disconnected if accounts are not paid within 90 days.

The water may be reconnected once all arrears, charges, a fee of $150 for turning the service off and on, plus the minimum charge for 3 months water in advance have been paid.

Meters & Remote Reading Device

Only water meters provided by the Village will be used in all residences. Meters remain the property of the Village. Meters and automatic reading devices must at all times be readily accessible to authorized Village employees, so that they may be examined, read and inspected. Where the Village is unable to gain access to a meter to conduct Village business, the service may be discontinued to the property until the Village is granted access to the water meter.

Edgewood Subdivision

Residents in Edgewood Subdivision utilize a group holding tank to collect their sewage and are required to pay for this service.

Only sewage, the liquid household waste, shall be allowed to flow into the holding tank. Water from swimming pools, hot tubs, sump pumps, eavestroughs, weeping tiles, and such must not be allowed into the holding tank.

Accounts for sewer service shall be rendered with and for part of the water service billing and are enforced under Bylaw No. 02/24. As long as water service is turned on to the residence, the sewer charges are based on the metered water consumption and include the minimum water charge and a sewage infrastructure flat fee charged monthly.

SEASONAL WATER LINES

Homeowners with seasonal water lines must make an appointment to connect and disconnect their water.

Water can be connected no earlier than May 1st and disconnected no later than September 30 of each year.

Homeowners must make an appointment to connect/disconnect their water line. 48-hours notice is required to book an appointment. Please note that availability of requested date or time is not guaranteed. To schedule your connection or disconnection, please contact the office at 306-729-4385 OR complete the Water Turn On/Off Request Form.

The connection/disconnection fees will be applied to your next utility notice.

The homeowner or a representative must be present during a water turn on.
Pubic Works employees will not complete the turn on if there is no one present, and you will then be required to reschedule with the office.

Homeowners are not required to be present for a water turn off, however, it is strongly encouraged and recommended to ensure the water is off and nothing happens over the winter season.

Turn on requests will only be approved for accounts in good standing. Once full payment is received, your appointment may be scheduled.

What is the Water Valve on the Right-of-Way Called?

A water main curb valve, also known as a curb stop box is used to control the water supply from the Village water main to inside the building.

Curb stop service valves control the water running to a home or building from the Village's water main. Curb stops are usually located outside in the front yard of a property; roughly on the border of public and private property and are owned & operated solely by the Village.

Property owners are required to, and responsible for, maintaining access to curb stops on their property and to report any known issues with their properties curb stop directly to the Village. Common issues may include:

  • Curb stop needs to be raised or lowered;

  • cap/top box is missing;

  • damaged valve; or

  • leaking valve.

Curb Stop Service Valves and Responsibility for Water Lines

Curb stop service valves (curb stops) are owned and can only be operated by the Village. Any water lines which go from the curb stop to a home or building are the property owner’s responsibility. Property owners are responsible for any repairs and upkeep required to the service line on their side of the property line.

Service Valves in Your Home: Main Shut-Off Valve

Internal master shut-off valves are located in homes where the water line enters your residence. These customer owned valves allow you to shut water off in your home for a variety of reasons, including emergencies or when repairing leaks, taps or toilets.

The best defense against a water emergency is knowing where the main water shut off valve is
located inside your structure and ensuring that it is functional. The main water valve is generally
found in the mechanical room near the furnace and water heater. The water meter is usually in this
area also. This valve will shut off the water to your home if it is operable.

Should a main valve not operate or shut the water off to the home, it is the homeowner’s
responsibility to have it repaired or replaced. To do this work the water will need to be shut off at the curb stop by the Village.

Water off requests need to be scheduled a minimum of 48 hours in advance by contacting the Village Office unless in an emergency situation. The 48 hours allows time for Public Works staff to locate the curb stop and verify its operation prior to the scheduled shutoff time. Residents avoid the added cost of having a plumber waiting for the water to be turned off in the event the water cannot be shut off.

In an after hours emergency situation, call the Village at 306-729-4385 and press 1. Public Works staff will be dispatched.

Replacing/Repairing Service Lines to Your Property

Property owners wishing to renew their water service lines are required and responsible to:

  1. Hire a qualified plumber with experience in service line replacements to do the work

  2. Contact the Village's Building Services to retain a plumbing permit for the works to be completed

  3. Contact Sask 1st Call at 1-866-828-4888 to schedule an inspection to locate the utility lines.

  4. Contact the Village Office at least 48 hours before your plumber plans to do the work to schedule a water shutoff appointment. At this time, the Village may want to review the condition of the service lines and ensure that the plumber is able to properly connect to the Village’s service valves.

  5. Ensure that your contractor doesn’t pave over or damage the Village’s curb stop when they do the work.

Curb Stops and Driveways/Landscaping

If you are replacing/pouring a new driveway or doing landscaping, please ensure that the work is being done only on private property. The curb stop for your property will be found on the Village right-of-way and must always be kept clear and never covered by a driveway or yard landscaping.  

Please note if curb stops are covered during driveway replacement/construction or covered with landscaping, the Village may have to dig up a portion of your driveway/landscaping at the homeowner’s expense to access and operate the valve for things such as maintenance, if a private service leak is confirmed or the owner requests that water be turned-off to their property. In such circumstances, the Village will only patch the excavation area and not replace or match the entire driveway or landscaping. 

Village & Property Owner's Responsibilities

The Village owns and maintains the curb stop service valves, and the water lines within the public right-of-way. Property owners are responsible for the remainder of the water system to their residence and inside the building (from the curb stop on).

Frozen Water Service Connection

If a water service connection is frozen on private property, it is the responsibility of the homeowner to have it thawed at their expense.
