Why does the Village need a building inspection program?

A Local Authority (municipality) has a “duty of care” to the people who live, work or travel through the area over which the Local Authority governs. The Construction Codes Act (CC Act) confirms this duty of care and gives minimum standards and a framework for dealing appropriately with construction within the Village to ensure the health, safety or welfare of persons. Adopting building bylaws and appointing Licensed Building Officials greatly reduces a municipality's liability should anything go wrong with a construction project.

Every municipality in Saskatchewan has a legal obligation to administer and enforce the building standards. Building standards include the CC Act and Regulations, National Building Code of Canada, National Fire Code of Canada, and municipal building bylaws. In 2019, Code requirements regarding energy efficiency were implemented by Building Standards in Saskatchewan. Municipal staff cannot provide building services if they are not licensed as a Building Official. Building Officials are licensed by the province to provide specific services governed by the CC Act and Regulations.

The Village has appointed Professional Building Inspections, Inc. (PBI) as the Licensed Building Officials. PBI has over 25 years experience working with RMs, cities, towns, villages and resort villages to review, inspect and enforce the building standards.


Process of a Permit Application

APPLICANT

  • Complete Development Permit Application and submit to the Village Office along with payment

  • Complete the Building Permit Application and submit to the Village Office (be sure to include all PBI forms that are required)


VILLAGE

  • Receives application and Development Application from applicant

  • Reviews application

  • Approves development if the application meets all requirements of Village bylaws

  • Submits building permit application documents to PBI for review

PBI

  • Receives building permit application documents from the Village

  • Processes file, reviews application, completes plan review

  • Sends plan review and permit fee details to the Village

VILLAGE

  • Receives approval and Plan Review from PBI

  • Contacts applicant about approval

APPLICANT

  • Pays Village Office all building permit fees


VILLAGE

  • Receives payment from applicant

  • Issues Development/Building Permit and a copy of the Plan Review given to applicant


APPLICANT

  • Applicant may now begin the project following the Plan Review

  • Applicant is required to contact PBI directly for inspections at defined stages of construction, as noted on the Plan Review

PBI

  • Coordinates inspections

  • Bills the Village monthly for inspections/reviews conducted

PBI

  • Closes file following "Final-Complete" inspection

Application Information for Typical Project Types

Any application for a development permit on any parcel of land that lies wholly or partially within an area designated in the Slope Hazard Overlay (SH) must be accompanied by a detailed site analysis prepared by a geotechnical engineer registered in the Province of Saskatchewan. The site analysis shall indicate topography, surface drainage, geological, and geotechnical conditions at the site of the proposed development and related to the conditions of the general area as they relate to slope instability and erosion hazards. ACCESSORY BUILDING / DETACHED GARAGE / BOAT HOUSE

Accessory: A building or use that: Is subordinate to and serves the principal building or principal use; Is subordinate in area, mass, extent, and purpose to the principal building or principal use served; Contributes to the comfort, convenience, or necessity of occupants of the principal building or assists the principal use; and Is located on the same site as the principal building or use.

  1. Subject to all other requirements of the Zoning Bylaw, an accessory building, use, or structure is permitted in any district when accessory to an established principal use which is a permitted or discretionary use in that same district, and for which a development permit has been issued.

  2. No accessory building may be constructed, erected, or moved on to any site prior to the time of construction of the principal building to which it is accessory.

  3. Where a building on a site is attached to a principal building by a solid roof or by structural rafters, and where the solid roof or rafters extend at least one third of the length of the building wall that is common with the principal building, the building is deemed to be part of the principal building.

Maximum height of 38 x 89 mm (2 x 4) walls is 3 metres (10'). Maximum height of 38 x 140 mm (2 x 6) walls is 3 metres (10') for 600 mm (24") o.c. stud spacing or 3.6 metres (12') for 400 mm (16") o.c .stud spacing.

  • Spray Foam Installer Verification Form (if applicable, download below) -  Spray foam insulation must meet the CAN/ULC-S705.1 product standard and must be installed in conformance with CAN/ULC-S705.2 installation standard. Installers must be certified by the product manufacturer. To verify the installer’s certification and product used, complete and submit the form below. 

  • Residential – Permit Information Form(Plan Review Checklist) - Indicate if building will be insulated or not on this form.  Applicant must complete the bottom portion of the form and e-mail it to the municipal office with the documents required for a plan review. DO NOT send this form directly to PBI, the top portion must be completed by a municipal official.

  • NOTE: Engineer-stamped roof truss designs and layouts (and LVL designs, if applicable) in compliance with NBC 2020 must be submitted to the Building Official prior to the Framing inspection (if insulated) or prior to the Final inspection (if not insulated).

DWELLING / RTM / BUILDING MOVED IN / ADDITION

A Permit is not required for buildings and structures under 9.3 m² (100 ft2) in area, which are accessory to a principal, residential use except where such dwelling is a discretionary use. See the Village's Zoning Bylaw for more details (under 'Planning & Development').

No building shall be moved within or into or out of the area covered by the Zoning Bylaw without obtaining a development permit from the Village Office.

  • Site-Specific Foundation Designs (sealed by a Structural Engineer licensed to practise in Saskatchewan and referencing the geotech report, if required).  

  • Screw Pile type, layout, depth and required torque must be designed and sealed by a Structural Engineer if screw piles are used. Structural Engineer must be licensed to practise in Saskatchewan and reference the geotech report, if required. Sealed designs must be site-specific.

  • Anchorage Details must be included on sealed foundation designs for a RTM, Modular or Building Moved In (Post-Move).

  • Tall Wall Designs sealed by a professional designer licensed to practise in Saskatchewan if wall heights exceed the requirements in NBC 2020 Table 9.23.10.1. Maximum height of 38 x 89 mm (2 x 4) walls is 3 metres (10'). Maximum height of 38 x 140 mm (2 x 6) walls is 3 metres (10') for 600 mm (24") o.c. stud spacing or 3.6 metres (12') for 400 mm (16") o.c. stud spacing.

  • Residential Mechanical Ventilation Design Summary (click link for more information & to download required forms)

  • If basement development, an attached garage or an attached deck is included with the permit then the architectural plans must provide all construction details for these projects in the designs or a separate building permit will be required.

  • NOTE: Engineer-stamped roof and floor truss designs and layouts (and LVL designs, if applicable) in compliance with NBC 2020 must be submitted to the Building Official prior to the Framing inspection.

The issuance of the Building and Development Permit does not release the applicant or owner from compliance with any other municipal or provincial bylaw, statute or regulation, including but not limited to the following: Plumbing Permit from the Technical Authority of Saskatchewan (TSASK) for any plumbing additions or alterations. Septic /Holding Tank from the Village

DECK / SUNROOM

Application Requirements:

All decks higher than 12" above ground level require a permit including decks:

  • Detached from the house;

  • With small surface areas;

  • Being replaced.

Deck

  • Residential – Permit Information Form  (download below) - Applicant must complete the bottom portion of the form and e-mail it to the municipal office with the documents required for a plan review. DO NOT send this form directly to PBI, the top portion must be completed by a municipal official.

  • If column height is more than 1.8 m (6’), or if building a roof over the deck, then a project-specific, engineer-stamped foundation design is required.

  • If building a roof over the deck and using trusses, then an engineer-stamped roof truss design is required.

  • If building an enclosure around the deck, then provide framing details or manufacturer’s specifications.

Sunroom (Prefabricated)

  • Manufacturer’s Specifications and Installation Instructions (must be sealed by a Saskatchewan Engineer for snow, wind and earthquake loads)

  • Site-Specific Foundation Designs (sealed by a Structural Engineer licensed to practise in Saskatchewan and referencing the geotech report, if required). 

  • Anchoragedetails (must be provided in the manufacturer’s specifications or sealed foundation designs)

  • Residential – Permit Information Form - Applicant must complete the bottom portion of the form and e-mail it to the municipal office with the documents required for a plan review. DO NOT send this form directly to PBI, the top portion must be completed by a municipal official.

FOUNDATION REPLACEMENT

Application Requirements:

  • Architectural Plans (not required to be sealed. Window, door and wall dimensions are required.)

  • Energy Efficiency Compliance Forms

  • Site-Specific Foundation Designs (sealed by a Structural Engineer licensed to practice in Saskatchewan and referencing the geotech report, if required.  Anchorage details must be included.)

  • Residential – Permit Information Form- Applicant must complete the bottom portion of the form and e-mail it to the municipal office with the documents required for a plan review. DO NOT send this form directly to PBI, the top portion must be completed by a municipal official.

  • If basement development is included with the permit then architectural plans must be provided noting all items in the Basement Development Specifications sheet or a separate building permit will be required.

RENOVATION

Application Requirements:

  • Residential Renovation – PBI Specificationssheet.  Document lists projects that usually require a building permit (Item 1).

  • NOTE: Complete the renovation specification sheet with as much detail as possible about your proposed renovation project, including the age of the building that the renovation is taking place, and email it to office@pro-inspections.ca. Based on the information provided, a Building Official will notify you if a building permit is required and, if so, what documents must be submitted for the plan review.

RETAINING WALL

Retaining wall structures serve the purpose of restraining sloped earth in place. Retaining walls receive a horizontal weight pressure that requires them to be built to adequate construction standards.

Building permits are required for retaining walls when they are attached to a building, the wall is over 600mm (24"), when the wall is close to a building or property line, or if the wall is over 1.2m (48") anywhere else on the property.  Municipalities may require permits for retaining walls any time it is required under the planning and development act.

SECONDARY SUITE

" Secondary Suite: A self-contained dwelling unit which is an accessory use to, and located within, a detached building in which the principal use is a one (1) unit dwelling.

Secondary suites are subject to the following conditions:

  • Secondary suites may be constructed within a principal, single detached dwelling in a residential zone. Only one (1) secondary suite is permitted on each residential site.

  • Secondary suites must be located within the principal dwelling and must have a separate entrance from the principal dwelling either from a common indoor landing or directly from the exterior of the building. Secondary suites must contain cooking, eating, living, sleeping, and sanitary facilities.

  • Secondary suites may not exceed 80 m² (861 ft2) or 50% of the total floor space, including basements, and may not have more than two (2) bedrooms."

  • NOTE:  Floor area of a secondary suite cannot exceed 80 m² (860 ft²) or 80% of the total floor area of all storeys of the dwelling unit if less than 80 m² .

SOLAR PANELS

Application Requirements:

Roof Mount (PV or Hot Water):

  • Application for Development

  • Plan Review Checklist

  • Solar Panels – PBI Specifications sheet, plus all information requested in the sheet (download below)

  • Product Brochures (must indicate that equipment is CAN/ULC Certified)

  • Manufacturer Specifications (detailing design and installation requirements)

  • Roof Load Verification (letter or roof truss designs sealed by a Structural Engineer licensed to practise in Saskatchewan - see specifications sheet for all required information)

  • Roof Mount Plan & Layout (see specifications sheet for all required information)

  • Residential – Permit Information Form (download below) - Applicant must complete the bottom portion of the form and e-mail it to the municipal office with the documents required for a plan review. DO NOT send this form directly to PBI, the top portion must be completed by a municipal official.

Ground Mount:

  • If panels will be ground mounted, then a site plan showing their proposed location and noting the distance to the property lines and other structures on the same property must be submitted to the Building Official to determine if a building permit is required.

DEMOLITION

Demolition Permit: A permit issued for the removal or dismantling of a building or structure with the Village’s boundaries as prescribed under Section 13 of The Uniform Building and Accessibility Standards Act.

  • Demolitions and removals cannot commence until a valid permit has been issued by the Village Office.

  • Owners are responsible to have all underground facilities located prior to commencing demolition and removal.

  • Hazardous material must be handled and disposed of in compliance with Provincial Regulations.

  • Should it become necessary to close any road, street, lane or sidewalk during demolition, the owner or owner's agent must obtain prior written approval of the Village.

  • Owners must supply and maintain all fencing, boarding or barricades required to warm and/or protect the public from the work in progress.

Demolition Permits also allow removal of a building from your Property Taxes!

Application Requirements:

SWIMMING POOLS

Swimming Pool: Any body of water permanently located outdoors or indoors, contained by artificial means and used and maintained for the purpose of swimming, wading, or diving and having a depth of 0.61 metres (2.0 ft.) or more at any point.

Notwithstanding anything contained in the Zoning Bylaw, a swimming pool is permitted as an accessory use to permitted uses in any residential district or a motel (motor hotel) in a commercial district, to be located in the side or rear yard of any lot/site if:

  • No part of such pool is located closer to any lot or street line than the minimum distance required for the principal building located on such lot;

  • The maximum height of such pool is 1.2 meters (3.9 ft.) above the average finished grade level of the ground adjoining the pool and within 4.5 meters (15 ft.) of such pool;

  • Every swimming pool shall be enclosed by a non-climbable fence of at least 1.8 meters (6 ft.) in height and not more than 10 cm from the ground, and located at a distance of not less than 1.5 meters (4.9 ft.) from the pool; and

  • Any deck attached to or abutting a swimming pool shall be considered as part of the swimming pool.

Any building or structure, other than a dwelling, required for changing clothing or for pumping or filtering facilities, or other similar accessory uses, complies with the provisions in the applicable Zoning Districts in Sections 7-16 of the Zoning Bylaw, respecting accessory buildings (also see "Accessory Buildings" tab above).

Application Requirements:

FENCES

Subject to traffic sights lines, the following height limitations shall apply to fences, walls, chain-link fences, and hedges:

  • No hedge, fence, or other structure shall be erected past any property line;

  •  In a required front yard, to a height no greater than 1.0 meter (3.3 ft.) above grade level;

  • In a required rear yard, to a height no greater than 2.0 meters (6.6 ft.) above grade level; and,

  • In the case of a corner lot, no wall, fence, hedge, shrub, or other structure shall exceed 0.75 meters (2.46 ft.) in height in an intersection sight triangle.

Fencing material within residential zoning districts will be one of the following: wood; vinyl; chain link; brick stone; or wrought iron.

The use of electrified fencing material or barbwire is prohibited within the Village limits.

Application Requirements:

GAZEBOS & PERGOLAS

Gazebos

Engineered designs may be required for gazebos, depending on their configuration and type of foundation. Contact your building official to discuss your specific project.

Pergolas

Because the roof of a pergola is an open lattice, it does not carry any significant load (like snow) and therefore does not require a permit.

CARBON MONOXIDE & SMOKE ALARMS

Saskatchewan's new Building Code Regulations for Carbon Monoxide and Smoke Alarms came into effect July 1, 2022.

Building contains sleeping rooms and a fuel-burning appliance or an attached garage?
CO alarms must be installed inside each sleeping room OR outside each sleeping room within 5m of each sleeping room door.

Building contains sleeping rooms?
Smoke alarms must be installed on each floor level, (with a smoke alarm located between the sleeping rooms and the rest of the floor) AND inside each sleeping room.
